Panels are at the heart of the Research Excellence Framework (REF) process of expert review.

Main panels and sub-panels

The four main panels provide leadership and guidance to a group of sub-panels. The sub-panels review submissions according to a set of assessment criteria and level definitions.

Advisory panels

The assessment panels are supported by two advisory panels who provide expert guidance in their respective areas. 

Secretariat

The main and sub-panels are also supported by members of the Secretariat who provide high level procedural guidance and dedicated secretariat support. The Secretariat plays a key role in the development and delivery of the assessment framework.

PCE Pilot panels

Submissions to the PCE Pilot were assessed by PCE Pilot panels. You can read more about the pilot on the PCE pages.

We recognise the critical role that inclusive representation plays in ensuring the REF assessment process reflects the breadth and vitality of UK research.

Panel recruitment and selection

Building on learning from the previous exercise, we’ve shifted generally towards a broader and more holistic approach to research assessment.
