Recruitment process
For all panels we held open calls for applications, in place of the nomination process used in REF 2021, aiming to support more transparent and consistent processes whilst removing barriers to application for everyone. This approach was shaped through collaboration with sector bodies and the REF 2029 People and Diversity Advisory Panel (PDAP).
Shortlisting expertise was drawn from across the REF Steering Group, relevant sector bodies and, once appointed, panel chairs. The REF team worked with sector bodies to help encourage applicants and to make sure we understood key requirements for disciplines across the REF units of assessment. We explicitly welcomed applications from underrepresented groups and encouraged individuals to apply even if they did not meet every criterion. Reasonable adjustments were available throughout, embedding accessibility from the outset. PDAP also provided expert guidance to those making final decisions, helping to minimise bias in shortlisting.
Panel chairs ensured balanced memberships that reflect the diversity of the UK and international research community, across institution types, roles, disciplines, and regions. Each candidate was considered individually according to the published criteria and appointed on the basis of their personal experience and expertise, not as representatives of any group or interest.
The final set of appointments was shaped to meet the wider needs of the panel, which included:
- A balanced range of sub-discipline specialities, as advised on by learned societies and the panel leadership team’s collective knowledge of the sector
- A diverse range of perspectives from different parts of higher education, including practitioners, academics and professional services staff
- A diverse range of perspectives from institutions with different operating contexts
- An effective understanding of how the assessment must account for place, including the differences across devolved nations and regions
The recruitment process included an optional survey where applicants could outline their characteristics to enable assessment of panel diversity. In line with UKRI processes, this data was removed from applications before they were assessed. This data will be analysed and reported on in early 2026 to inform and improve the process for the next round of recruitment.
Appointments
The panels are composed of high-quality appointments reflecting the strength of the UK research and research-related community. As in REF 2021, some assessment-phase panel members have been appointed early, where sub-panel chairs identified clear need and relevant expertise within the candidate pool. Some panel chairs have also appointed members to serve across multiple Units of Assessment, supporting consistency and effective handling of interdisciplinarity, in addition to the work of the REF 2029 Research Diversity Advisory Panel (RDAP).
Further opportunities
There are some areas of expertise not fully represented in the announced membership. Further recruitment of panel members and assessors will take place in 2027, informed by the survey of submission intentions, to ensure panels have the expertise they need for assessment. We encourage all those with relevant expertise to stay engaged and consider applying in future rounds.
